ABSTRACT

The present work was carried out in a city council, studying the following guiding question: what are the challenges faced by a manager in the face of political, organizational and social relations in order to administer the public thing with quality and transparency? The issue of transparency was carefully analyzed, bearing in mind that the clarity of fiscal management is a key requirement for all citizens to be informed of government actions and effectively exercise their social control function. This research aimed to "Understand the challenges and confrontations encountered by the public manager, to manage resources with quality, in the city hall of Morada Nova". The nature of the research is called exploratory with the use of secondary data and unstructured interviews. It presented a qualitative approach and there was a case study: Management of Morada Nova City Hall in the 2013 and 2014 biennium. Analyzing the aforementioned legislative management, it can be stated that it was possible to identify that the leader sought to fulfill his role of administering, Motivating and implementing bold projects in the institution. He has shown that he knows the mission of the institution he presided over and his role. On the other hand, the research also concluded that the exposure of the information generated by the Public Accounting of the organ is not appropriate to the legal requirements, thus compromising the transparency of municipal management.

1 INTRODUÇÃO

Sabe-se que conhecer o ambiente interno e externo é fundamental para compreender as relações entre os atores de uma comunidade. Sabe-se que as entidades sociais, políticas e organizacionais viabilizam a construção da realidade social com toda a sua complexidade. Nessa perspectiva, a compreensão dessa realidade conjunta permite que os atores sejam sujeitos e nela possam intervir.

Sendo que, os alunos do Curso de Administração Pública, na modalidade à distância, passam a serem sujeitos da realidade e necessitam conhecê-la para nela intervir sendo possível realizar já a partir do estudo das disciplinas do curso uma ligação da teoria com a prática.

O administrador elabora, coordena e avalia políticas que têm como objetivo atender a demandas coletivas, como o combate à exclusão social, a promoção de acesso a cursos profissionalizantes, entre outros temas. Ao elaborar uma política pública, ele estabelece seus objetivos e suas diretrizes, analisa a viabilidade das linhas de financiamento com recursos públicos e privados, acompanha licitações e controla o orçamento.

A transparência pública como princípio de governança torna-se eficiente no combate à corrupção, na medida em que tende a inibir os gestores públicos de empreenderem atos danosos ao patrimônio público. Para o Estado, é imperativo a disponibilização de informações da administração pública na internet, permitindo, assim, o acesso pelos cidadãos para que possam seguir a aplicação
