(INTRODUCTION) Consumer protection is a matter that wins their rights over the years, through the need that the evolution of consumer relations proposes, history is marked by finding more and more disputes in the famous consumer relations, creating a convenience arise specific laws on the subject, which developed through these laws, agencies and institutions such as PROCON to carry out protection and consumer protection, all people are consumers, because humanity can not survive or maintain their basic needs without actually consuming any product or service and now the people of our country have the advantage of having its own legislation establishing bodies like this to protect the right in this paradigm. (AIMS) has been the general objective of this research point and prove or disprove the effectiveness of the PROCON body, bounded by the territory of the city of Chapecó - Santa Catarina has in their calls generated administratively in practice to the consumer, data on solutions or not found in the various disputes. The specific objectives are: to highlight the elements that drive the story in consumer relations, the emergence of consumer protection, the search for the democratic rule of law in the given matter, achieving arrodeada freedom for guidance, education and information that are actually useful to further increase knowledge of consumer rights, demonstrating the National System of Consumer Protection, which is due to its legality, which its foundations, as well as list the major organs that make up this system. (THEMED SHAFT) The main theme that is linked to this monograph is to find out the result of the effectiveness of consumer protection. (METHODOLOGY) The research is characterized as literature, based on the analysis of legislation, doctrines, legal articles, internet and others using the deductive method based on the study of the theory and refinements of concepts and even how it was done search field using inductive mode for obtaining data and number to prove the effectiveness or not PROCON Chapecó body. (Conclusion) After analysis made on the municipal and federal laws, and also through field research, it transpires historical elements, advancing through consumer protection bodies, and also the evidence of the work of one of them as a plus point in the relationship consumption, which is the de facto solution to the problem between supplier and consumer. 1 INTRODUÇÃO

A presente pesquisa tem-se como tema a eficácia dos órgãos de proteção ao consumidor, delimitando-se pelo órgão de proteção e defesa do consumidor (PROCON) na territorialidade de Chapecó Santa Catarina.

A justificativa pelo interesse em realizar este projeto foi justamente para repassar o conhecimento à população de como se da à organização, fundamentação e estrutura, dos órgãos de proteção ao consumidor, bem como quais são eles e suas respectivas funções. Onde a maioria destes atua, na conciliação, defesa, atendimento e busca de soluções nas relações de consumo conflitosas.

Este estudo pode revelar aspectos fundamentais quanto ao modo de valoração ética das relações de consumo pelo cidadão brasileiro, suas tendências e, acima de tudo, planos de ação e posturas capazes de concretizar as condições desejáveis e eliminar as indesejáveis.

Descobre-se que o Código de Defesa do Consumidor (CDC), na medida em que impõe certos padrões de comportamento ético, vem contribuindo para a mudança da mentalidade de má fé de fornecedores sobre consumidores, a partir de esfera administrativa, que possuem voz ativa nas relações de consumo, se tratando então de um respeito de afirmação
