ABSTRACT

The street population is represented by people who have had their rights neglected and survive amid the adversities that life imposes. The existence of individuals in street situations expresses the harsh reality of those who are excluded and with no expectation of improvement of life. The general objective of this study is to analyze the effectiveness of public policies aimed at the population living on the streets in Brazil, considering their insertion in the labor market. The specific objectives are: to characterize the public living in a street situation; To relate the street population to the available social services and to discuss the policies aimed at the population in the street situation and its effectiveness as regards the insertion of this social group in the labor market. In this context, the present study is a review of the qualitative analytical literature. For the development of this research was used as a method of data search the scientific bases Scielo, Lilacs and Bireme. It should be said that, in analyzing the effectiveness of public policies aimed at the population living on the streets, this study showed that despite the institution of the National Policy for Population in Street Situation, which aims to preserve the human rights guaranteed by the Brazilian Federal Constitution , The system is fragmented, which implies vulnerability in the areas of health, food, safety and work. When dealing with the strategy of survival of the population in the street situation the study showed that several challenges are faced in the day-to-day of this social group. In relation to the insertion in the job market, before the proposal of the National Politics for People in Situation of Street, this social group faces many difficulties in this sense. Thus, the National Policy for the Population in Street Situation ceases to be a vehicle for guarantees of human rights for the public in a street situation and a fair distribution of wealth, where a fragmented and inefficient system prevails, corroborating with the social inequality that Plagues the country.

1.INTRODUÇÃO

Este estudo apresenta como temática a população em situação de rua, suas estratégias de sobrevivências e a efetividade das políticas sociais para o referido público. A população em situação de rua é composta de pessoas que tiveram seus direitos negligenciados e sobrevivem em meio às diversidades que a vida impõe. A escolha do tema foi motivada a partir do interesse em saber o que o Estado tem feito em beneficio dessa população que vive à margem da sociedade enfrentando desafios diversos. Observa-se que dentre as pessoas que vivem na rua a maioria são homens.

Vale destacar a importância dos programas sociais garantidos pela Constituição Federal e que puderam dar corpo às políticas públicas que visam diminuir a desigualdade social no Brasil, assim, a existência de indivíduos em situação de rua expressa a dura realidade daqueles que se encontram excluídos e sem nenhuma expectativa de melhora de vida. Diante disso, existe a necessidade de aprofundarmos no conhecimento da temática, para direcionar nossa pratica enquanto profissionais do Serviço Social no sentido de intervir neste triste contexto.
