RESUMO

O referido trabalho tem como objetivo, proporcionar ao cidadãos cipoenses bem como os demais ciadãos interessado na administração publica, especialmente no muncipio de Cipó – Bahia. Tendo em vista que o presente trabalho trata do descumprimento dos indices constitucioais pelo ente federado ja mencionado. Todavia vale dizer que tal descumprimento não se trata apenas de ma administração, mas em virtude de a Lei de responsabilidade fiscal estabelecer algumas regras que ja são quase impossiveis de se cumpri-las, como é o caso do indice de pessoal, onde deve fica 54% enquanto a propria lei exige que seja pago 60% dos recursos do fundeb ao professor sendo esta apenas uma das incronguencia existente na referida lei. O presente trabalho tambem faz uma análise sobre o poder dos tribunais de contas dos muncipios, bem como a eficacia dos seus respectivos pareceres, quando da sua competencia como Controle Externo. Falaremos tambem dos Indices de Sáude e Educação, Fundeb, e Pessaol dos ultimos anos aplicado pelo muncipio de Cipó, tendo como referencia os pareceres do TCM –BA, bem como as penalidades aplicadas aos gestores, de acordo com a legislação pertinente, quer seja improbidade administrativa, ao crime penal que a propria LRF prevê. Neste trabalho tambem é possivel visualizar outros aspectos da administração que necessariamente não estão na LRF, mas que se fez necessário por se tratar de algo importante para o entendimento do cidadão junto administração. Outro fator importante a ser observado neste trabalho, é quanto a organização forma administrativa quanto as peças obrigatorias, PPA, LDO e LOA, bem como os relatórios que a proppeia LRF exige de forma bimestal, quadrimestral e semestral, todos com o objetivo de levar ao cidadão as informação de froma clara e transparente. Em falando em transparencia, tambem abordaremos sobre a lei da transparencia que tambem se encontra no rol das exigencias da LRF.

ABSTRACT

That worked aims to provide civil servants a better understanding of the trade unions, making an analysis of the evolution of the labor movement in all Brazilian constitutions and thus explaining the representation and contribution of each institution whether the union, federation, confederation or trade union. There is to highlight the particularities of each union system, their negative and positive points. This is known as Brazil adopts the principle of one union, the category system in which the server is not divided, most groups seeking recovery and realization of the rights guaranteed in the Consolidation of Labor Laws and the Constitution of 1988. Brazil has experienced several internal and external influences, the International Labour Organization, sought membership of Brazil in recognition of labor rights, the same defended the system of trade union plurality, however the Constituent Assembly established the principle of trade union unity. A single union is a subject that divides opinion among Brazilian Scholars, there are those who defend it, because the same represent the strengthening of the categories represented, and others who criticize, because the imposition of one union per category in the same territory limited freedom of association also supported by the same Constitution. But on several discussions on the subject, it became obvious understanding that one union is rather the ideal system to represent the category of workers, as these workers union argues that strengthens the power of representation of their union. Brazilian unions still have a big hurdle to overcome that is to arouse public servants the understanding that the most important thing is affiliated to their union, and that this will be your representative in the struggle for the fulfillment of their labor rights. The active participation of members in meetings and discussions, the union charging performance, prevents unions are formed scabs, or rested, he who drives the union is the category itself, presenting their collections, taking their questions and provocations.
