Abstract

Project management aims to employ the best practices in organizations to increase their effectiveness and generate positive results. The government seeks the common good of the people and must offer public services to improve the living conditions of the same. Therefore, this study has the mission to create a model of good project management practices, focusing on Project Management Office (PMO) and show how works the implementation of the same in Public Administration. The research problem is how to establish a project office in an organ of the municipal public administration. To remedy this problem is used in this research participant Case Study method, because then you can show the reader a perfect combination of theoretical study of the subject and how it works in practice, the case study is interesting because it also shows errors that one can commit in the implementation process and generate lessons learned of these errors.

The expected results of a PMO in public administration are mainly the acceleration of processes, the greater involvement of people in each project, the more quality in the services offered, better communication of these services and satisfaction of the population. An important factor to consider is that the public sector imposes several difficulties in this implementation: the organizational climate is more unstable than in the private sector, the pressure of the media and elsewhere for answers is very large and there are still many political factors involved. So this study also aims to show how to overcome these barriers and achieve in fact effectively deploy a Project Management Office in Public Administration.
