ABSTRACT

With the growth of the elderly population in our country and the world, it increased the need to better serve seeking patir the public policy context facing this audience, despite the wide scope and depth of carêmcia on fundamental issues specific needs , has expanded its contours and assumed different features according to the approach adopted to the question. The purpose of this work is to show a particular approach to the treatment in question the elderly and present the character of the joints envovida progress and show the actors involved in the construction of this policy and how the provision of rights were implemented through mechanisms, specific legislation, programs and actions to give effect the elderly the right for social assistance for the achievement of these rights and social guarantees. It also discusses some specifics regarding the legal framework to protect the elderly represented by the 1988 Constitution, the National Policy and the Elderly. . Getting older is the right of every human being more precise age with dignity, and the state has the responsibility to develop and deliver network services to promote autonomy in all senses of the elderly. The objective of this research is the search for effective promotion of the autonomy of the elderly population by offering services that reintegrate the elderly to society through community groups. The methodology used for the survey presents qualitative bibliographic. The action of priority was based on the elderly population in social vulnerability situation, offering cultural order services, informational, recreational, released the rights of the elderly in the legislation. The knowledge gained resulted in realizing the importance of creating community groups and disseminate more strongly the rights and programs that benefit the elderly in our country, with a socialization among all, cultural changes and more information aroused the involved social participation to ensure their dignity and inclusion in the community.

INTRODUÇÃO

O presente trabalho, se apresenta como parte de uma proposta que dentro do contexto atual revela o interesse em desvelar o processo de inclusão em diversos aspectos para a população idosa, mostrando quais embates esta encontra no contexto das políticas públicas formalizadas pelo Estado e sua efetivação no cotidiano, uma vez que a realidade em que esta população se depara revela que as mínimas condições de sobrevivência nem sempre lhe são garantidas no contexto da prática social.

O que se observa, é que o preconceito, aliado à segregação social e econômica, faz com que as pessoas idosas transitem num espaço restrito, sem grandes possibilidades aparentes de mudança, pois o processo de exclusão para com essas pessoas, tem se revelado uma problemática a ser discutida e refletida no século XXI, já que em geral elas não são vistas pela sociedade em idade ativa, como seres com potencialidades que ainda lhes permitem estarem ativas, produzindo, inseridas nas práticas sociais e econômicas. Ainda persiste no ideário da população a percepção de que as pessoas idosas apenas requerem cuidados especiais, atenção, ambientes adequados para guardar a velhice, o que gera conflitos e uma cruel exclusão de quem ainda tem muito a oferecer, pois vivemos numa sociedade cujos valores remetem a produtividade, dentro da lógica capitalista.

Dentro deste contexto e com o interesse em discutir as políticas públicas voltadas para as pessoas idosas, o cotidiano dessas pessoas, suas fragilidades, a atuação e função da família
